Two routes to silicon: full turnkey, or a senior team on demand

Not every company that needs a chip wants to build a chip company. Denmark offers two well-worn routes to custom silicon without owning a fab or a permanent design team: a full turnkey shop that takes you from idea to qualified volume parts with direct access to TSMC, and specialised consultancies that drop senior chip designers into small, dynamic teams to crack the hard problems. Both have quietly served the world's largest names — from US hyperscalers to startups on every continent.

A chip is not just a design. Between the idea and a box of working parts sit dozens of steps — RTL, verification, physical design, tape-out, wafer supply, package development, production test, qualification, supply-chain logistics — each requiring its own tools, expertise and foundry relationships. Most companies that need an ASIC cannot staff all of that, and shouldn't have to. Denmark's services stronghold exists to fill exactly that gap, and it does so in two distinct shapes.

Route one — the full turnkey shop: DELTA → Presto

The clearest example of the all-in-one route grew out of DELTA Microelectronics in Hørsholm. Originally the microelectronics arm of DELTA (Danish Electronics, Light & Acoustics), it spent more than 25 years becoming one of Europe's leading ASIC supply-chain houses — a true turnkey operation covering the entire chain: ASIC design and layout, test development, wafer supply, package development and assembly, production testing, components supply and supply-chain management. Its specialism was the hard end of the spectrum — RF, analog, mixed-signal and secure applications — taken all the way from design and tape-out to delivery of finished, qualified goods.

Crucially, DELTA also built test capability to match: one of the largest commercial microelectronics test centres in Europe, with RF and mixed-signal production-test equipment second to none. That test centre is what lets a turnkey house promise not just a design, but parts that are proven and shippable in volume.

The business changed hands as the model matured. DELTA merged into FORCE Technology, and on 5 February 2020 Presto Engineering acquired the DELTA Microelectronics business from FORCE Technology, which itself became a Presto shareholder. The operation kept its brand — "DELTA Microelectronics by Presto Engineering" — and its existing teams in Hørsholm (Denmark) and Hengoed (UK), with DELTA's general manager Per Ølund becoming Presto's EVP for ASIC. With that, a Danish turnkey excellence centre became part of a global outsourced-semiconductor group.

The through-line is foundry access. DELTA had long offered TSMC-based turnkey ASIC services (early on via a cooperation with imec, a certified TSMC Value Chain Aggregator), and under Presto the Hørsholm operation continues as a Tier-1 turnkey partner with direct access to TSMC — meaning a Danish customer, or a startup anywhere, can walk in with a specification and walk out with qualified silicon built on a leading-edge process, without ever signing a foundry contract themselves.

Route two — the team on demand: specialised consultancies

The second route is the opposite shape. Instead of one shop owning the whole chain, Denmark has an unusually deep bench of independent senior chip-design consultants — engineers with both deep specialism and broad cross-domain experience — who can be assembled quickly into small, dynamic teams to solve a specific hard problem, on a short or long engagement, and dissolved again when it's done.

This works because of how the rest of the ecosystem grew up. Decades of hearing-aid, audio, RF and networking design produced a large population of engineers who have actually shipped difficult mixed-signal and digital silicon. Many now operate as consultancies and design-services firms, covering the full flow — architecture and spec, RTL, functional verification (UVM, formal), physical design, FPGA prototyping and production test. The model is flexible by design: a customer gets senior expertise without the overhead of permanent hiring, and the teams form around the problem rather than the org chart.

That flexibility has reached well beyond Denmark. Danish design-services teams have served US hyperscalers building their own custom silicon and startups from around the world that need a credible team fast — precisely the customers who value a small group of very senior people who can be productive on day one.

Why Denmark is good at this

Both routes rest on the same foundation: a large, experienced population of chip designers in a small country, sitting next to demanding customers across many domains. That density is what makes a full turnkey test centre commercially viable, and it is what makes a deep pool of senior consultants exist at all. A turnkey house and a consultancy are two business models built on one underlying asset — Danish engineers who have shipped hard silicon and know how to do it again.
